Log Message:
Up the size of the ifa_flags and ifa_refcnt from shorts to ints. Now will
deal correctly with more than 32767 routes out an interface.

Should close PR 7148 regarding problems when ifs_refcnt overflows.

Bump kernel version from 1.4L to 1.4M.
