I don't see how adding more categories will makes things any clearer.
Same for adding categories that don't have any packages. For a package
that truly fits in either of two categories, all you have to do is
set both in CATEGORIES, and it will appear in both in the README.html.

The "x11" category is for X utilites, like window managers, screen
savers, "xterm" replacements. Where else would you put these?
