pax's default (and incidentally, our gtar's default now) is --unlink, and
pax *does* support the gtar short option -l, which means --one-file-system.
(This is in pax->tar compatibility mode.)

Depending on the options actually used, sysinst could conceivably call pax
directly, as --one-file-system equates to pax's -X.
