Can't this be handled simply by letting mutt depend on pgp, and letting
the pgp package make its own decision about which version to build?

Also, several FreeBSD "ports" use a variable called USE_RESIDENT to
control this type of behavious.  security/SSLeay, security/krb5,
security/pgp and security/ssh are some examples.  I wish that NetBSD and
FreeBSD used the same mechanisms, and kept their package sources in much
closer synchronisation.  I dream of a single pkgsrc tree shared across all
*BSD variants.
