I think it is. Programs which did work before don't work anymore, this breaks
backward compatibility.
For the record, when I upgraded my home system, I didn't have the rigth entries
in /dev/ for scsictl. No problem, I have MAKEDEV on my MO drive, which was
powered of. I had to reboot because my old scsireprobe didn't work
any more.

I really think the old ioctl should be keep for 1.4, and eventually removed
later.
