s/PORTSDIR/PKGSRCDIR/g

(PKGSRCDIR should not be set by users - bsd.pkg.mk sets it automatically).

Also clear up some comments, and move USE_GTEXINFO to use DEPENDS, and
move USE_PERL5 to use DEPENDS.
