Add a pre-install stage which ensures that there's a valid info dir file
in ${X11BASE}/info at installation time.

Modify PLIST to do the same if installing a binary package.

Pre-process the PLIST to expand LOCALBASE, so that the info dir file
source can be found in the correct directory.
