Huh?
You should actually move (by repository copy) this (back) to src/sbin.
no, the entire ipfilter userland is in usr.sbin/ipf. most of the
programs are installed into /usr/sbin, but two(?) are now installed
into /sbin. it would not be useful to move parts of the tree into
src/sbin ...
