Replace the (slightly broken) check to avoid double mounting of
filesystems by a correct one. (too bad that there was no agreement
about a mount option doing the same...)
Introduce a new rc.conf variable to mount user-defined filesystems
early in startup (eg for syslog, crashdumps, ...).
