Are you sure your current was absolutely up to date when you did
this? I remember this problem, and it was a problem with the
share/mk/bsd.prog.mk file; reversing a couple of the includes at
the end of it caused the file to be installed before the link was
made.

Unless I am misremembering what was going on, I would suggest that
this change be backed out.
