i respectfully submit that chflags(1) should be in /bin, not /usr/bin. when
running at secure level 2, immutable flags cannot be changed from multi-user,
and it's simply easier and quicker to get at chflags from single-user, from
a cold boot, if it's one of the static binaries of /bin.

my /bin/chflags is only 40k, so it's not like it's a big space hit.
