Worse that that, it encourages people to submit bug reports without
using it.  In itself, this isn't so bad.  The problem is that, frankly,
most people don't have a *clue* what they should put in a bug report,
and the boilerplate gives them at least some minimal guidance.  It's
rare that I see a completely unusable bug report submitted through
GNATS, yet I frequently see them elsewhere.
