        CHANGES.prev 
Log Message:
move changes between previous releases, and between previous releases and last
release to CHANGES.prev, so that CHANGES is of reasonable size.  It's now
just changes from the _LAST_ release (except when in release mode, like
right now, when it's changes from the upcoming release).
