Re-enable the NOFPU and (renamed) FPEMUL options.  None of the Malta
CPU daughter cards currently supported by NetBSD have an FPU.

Detected on real hardware.  gxemul wrongly supports an FPU on the
4Kc and 5Kc CPUs.
