Clarify the meaning of this.  These macros do not operate on bit numbers
as is implied.. the macros are defined as

    #define SET(t, f)       ((t) |= (f))
    #define ISSET(t, f)     ((t) & (f))
    #define CLR(t, f)       ((t) &= ~(f))

When the rationale is to provide clarity in the source code, then it
is good to have manual pages that are correct.
