Pullup 1.13 [taca]:
- replace DBDIR, ETCDIR and RUNDIR with /var/db, /etc, /var/run.
  Original dhcp package, those strings are replaced with real pathname
  when creating catman files.  Since we install man files, those strings
  should be replaced with real pathname.
