Update TODO.ptrace

Drop the following entries:
 - PaX MPROTECT tests - done, implemented.
 - research of ipkdb(4) - it's gone, if it will be superseded it would be
   probably a networking interface for kgdb
 - PTRACE_VFORK implemented and covered by tests, there are SMP bugs left
