Not necessarily.  E. Houston tends to have spots towards 2nd and 3rd  
ave.  Be warned, if you arrive before 7-- like say, around 6 or 6:30  
and you get a meter spot, FEED IT until whatever time it says on the  
sign.  They are aggressive about tickets.
