occasional spin-loops (hangs) during domU boot (amd64:9.99.81,4.13.2)



I've been experiencing occasional "hangs" during domU boot where the
kernel gets along so just so far and then goes into a silent loop, and
this is apparently before ddb can be started.

The only thing I continue to observe is the domU uses CPU time about as
fast as it possibly can.

These are with an amd64 9.99.81 kernel on both dom0 and domU, and with
Xen 4.13.2, all running on an older Dell server.
