xl create hangs requiring power reset

On NetBSD 8.0_RC1, amd64, xen*48, NetBSD Dom0 I am trying to get a winxp
DomU work, largely following illustration from
https://wiki.netbsd.org/tutorials/how_to_set_up_a_guest_os_using_xen3/#index13h2

The example given above requires some updates to paths which I have done.

Besides, instead of xm I used xl command. Hope that is right.

I had a working virtualbox disk image (vdi) of winxp, which I have
converted to raw image and used in the vm settings.

On 'xl create winxp', xl process just hangs and does not respond to kill
-9. Even poweroff command or power button press is unable to kill it and I
had to power cycle the device.

vncviewer says "refused connection", probably vnc server hasn't started.

Please help resolve. Since above documentation is a bit older now, for the
versions described above, it will help to know what changes are required
to it.
