Are you just assuming that AGP works for some people or have you
actually seen it work somewhere.  That might be a good datapoint for the
PR.  My impression is that it always has to be turned off but obviously
I only have data on failures, not successes.

I have not seen it myself. However, many people have been booting dom0 kernels on desktopish boxes and notebooks, and AFAIK the agp line has been in the dom0 kernel for a very long time, and I've seen people talking about running X. A dom0 attaches pci stuff more or less the same way as native, and it is very rare to have "foo works on native but not dom0" for pci drivers. So the default assumption is that it's ok.

I have run dom0 kernels, without X, going back to 2005, and never had to comment out agp to get them to boot.
