The problem here is that NetBSD doesn't support running in PVHVM mode,
so the performance penalty of running in pure HVM mode (without any PV
devices) would be quite huge as compared to classic PV mode.

Ccing Cherry who I believe is working on making the PV drivers
available to HVM.
