pygrub works again with xentools46-4.6.3nb6.  after system is booted,
block state shows:

/local/domain/0/backend/vbd/6/51712/state = "4"
/local/domain/6/device/vbd/51712/state = "4"
/libxl/6/device/vbd/51712/state = "1"
