I think you are right, "ubuntu-xen-server" package for Ubuntu 8.10 does not contain any vmlinuz-*-xen kernel.
Actually, i tried following configurations:

NetBSD 5.99.01 amd64 / Ubuntu 8.06 amd64. This certainly works. And my current system is this one. NetBSD 5.99.01 amd64 / Ubuntu 8.06 X86_64. This certainly works. I have tried that one about 2-3 days ago
NetBSD 5.99.01 amd64 / Ubuntu 8.10 amd64. This trial was about a week 
ago. I think I couldn't get vmlinuz-*-xen kernel using 
'ubuntu-xen-server' package. Instead i downloaded it from somewhere 
else, i dont really remember the result, because at that time i thought 
i somehow ruined something and made a mistake. I really spent many many 
hours on this issue.
I think i should mention about 8.10 failure, but i assume that this will 
be supported soon - hopefully.

Problems getting ubuntu xen kernel.

Is the apt package ubuntu-xen-server only for adm64 hardware? Is there something which needs to be done to get the kernel other than apt-get install ubuntu-xen-server? Is there an issue of going with server 8.10 vs
8.04?
Any insight would be appreciated.
It appears that ubuntu i386 server 8.10 ubuntu-xen-server does not contain a xen kernel. ubuntu i386 server 8.04 ubuntu-xen-server I was at least able to obtain a xen kernel.
I probably should double check the 8.10 ubuntu-xen-server does not 
contain
a xen kernel.

Now on to copying the image over and seeing if I can get it to boot.

I'm neither NetBSD developer nor tester, but an end-user and i am really very happy to use NetBSD as my primary operating system on my notebook. As an end-user, i was planning to launch a blog type web site to publish an end-user's NetBSD experience and small tricks.
Xen, NetBSD and a linux distro... I've searched many resources and 
couldn't find a good tutorial mentioning about to use an existing 
linux distribution as Xen guest domain. NetBSD's offical one seems 
to be complex even for average users.
I partitioned the hard disk using Ubuntu's Gparted software on 
Ubuntu live cd, and then installed Grub while installing Ubuntu. 
Much easier. And then, i have installed NetBSD too. After installing 
some of packages and editing some of configuration files, result is 
perfectly working 'NetBSD as dom0 and Ubuntu as domU'.

For future references;

You can pass console parameters using extra="" lines in configuration file.
Tonight, i have successfully booted ubuntu as domU... What 
important is, i have installed ubuntu linux onto primary partition 
using standard way, its own installation cd. In other words, it is 
possible to use an already installed linux distribution as domU on 
NetBSD-current.
I will later mention about "How to..." in details.


Well, now time to enable X window system...

Almost done! Ubuntu booted as domU domain...

No error message, all services initialized. It seems the *only remaining problem* is that, i couldn't specify a console for domU. It boots, and i just do not see "login:". If i run "xm shutdown linux", it properly shutdowns.
Do you know how to pass console variable to domU kernel?

I've not had this problem. Console worked out of the box for me.
But I see I have this line in /etc/ttytab:
co:2345:respawn:/sbin/agetty xvc0 9600 vt100-nav
