Once you install ubuntu-xen-server packages, it also installs vmlinuz-xenU kernels too...

You need to have an ubuntu installed or accessible first. That's not what I would call "from scratch". It is not as simple as pointing to an install ramdisk containing all we need to start a domU install.

Well forgive me if this is noob question, but how would we expect that dom0 and domU will be from same source if one of them is netbsd-dom0 and vmlinuz-xenU kernels?

I was just saying that installing a Linux domU was a pain from a NetBSD or Solaris dom0, simply because install ramdisks are not easily available. I didn't know about the Fedora/RH ones.

My last experiments was a Debian domU with a Nexenta (Solaris), and a Fedora domU from a Lenny. Even tools like debootstrap do not help much once distributions differ too much. You must rely on ISO mounts and that requires quite some extra steps to make it work.
