Having the same problem on 4.99.20 and 4.99.21 Xen.  This
doesn't happen on both GENERIC kernel, though.

This may be related to "read_psl() == 0" panic problem.
Both are started from 4.99.20 and related to interrupts.

I was looking at modifications between 5/17 14:20 UTC
(4.99.19 working fine) and 5/18 00:00 UTC (4.99.20 having
both problems) but not find any evidences.
