I've now checked in the xentools12 package (pkgsrc/sysutils/xentools12),
the distribution files for the package are at:
  ftp://ftp.NetBSD.org/pub/NetBSD/arch/xen/misc/
and all the kernel changes for domain0 support are also checked in.
