It looks like Apache mod_security configured to block "I don't know
this browser" browser strings. Test results:
 - reasonably current Google Chrome: works
 - reasonably current Firefox: works
 - links: works
 - lynx: the "406 not acceptable" you mention
 - curl: same 406
 - wget: works

Ok, that is a weird "we don't want your kind" browser block list.
