Check the system log (tail -f /var/log/messages while the vax tries to
network boot). That usually tells you what mop requests it gets and
what is missing.

My mop boot dir looks like:

lrwxr-xr-x  1 root  wheel     11 Apr  1  2009 0000f85169e1.SYS@ -> MOPBOOT.SYS
-rw-r--r--  1 root  wheel  60176 Feb  3  2014 MOPBOOT.SYS

and file says:

MOPBOOT.SYS: ELF 32-bit LSB executable, Digital VAX, version 1 (SYSV), statically linked, stripped

(this is an ancient version, but it also works well with netbsd-8, I did set
that up on a different machine a few weeks ago).
