It is as I already thought:
#   install  /usr/mdec/xxboot
/usr/src/obj/tooldir.NetBSD-6.0-vax/bin/vax--netbsdelf-install  -N
/usr/src/etc -c  -r -o root -g wheel -m 555   xxboot /usr/mdec/xxboot
[..]
#   install  /usr/mdec/sdboot
/usr/src/obj/tooldir.NetBSD-6.0-vax/bin/vax--netbsdelf-install  -N
/usr/src/etc -l h -r  -o root  -g wheel  -m 555  /usr/mdec/xxboot
/usr/mdec/sdboot

So they are entirely the same, even raboot, rdboot and hpboot.
