Comment from possibly relevant experience:  Some CDROM drives can be
switched by software to either the 512-byte or the 2048-byte mode.=20
Some can't.  Perhaps the VMS boot does this and the NetBSD boot does
not.

My experience is not with VMS or NetBSD, but with the transition from
SunOS to Solaris, when previously working CD readers would no longer
boot the new distribution disc.
