Hello,

I have never tried it myself (for VAX) but there is a bootable CD
howto:

http://www.netbsd.org/Documentation/bootcd.html#vaximage

The howto mentions putting the kernel and the secondary boot loader
in the root directory.

I normally netboot my vaxen when installing, but that assumes access
to a useable server of some kind.
