Thanks to a few kind souls, I now have MNENG1.SYS and the DECserver
works fine. (Its power supply unfortunately doesn't, but I resolved that
problem also.)

Looking at the part numbers on the SIMM, my DECserver has 512k.
Everything I have found talks about 4M as necessary for MNENG2.SYS. I
tried a couple 4M SIMMs and they didn't work.
MNENG3.SYS exists... I found it paired with MNENG2.SYS although I don't
know it's lineage.
I ran the files through UNIX strings, and it looks like MNENG1.SYS and
MNENG3.SYS are images, but MNENG2.SYS looks like it is compressed, since
it does not contain any ASCII strings. Perhaps MNENG3.SYS is
uncompressed MNENG2.SYS... That is just speculation.

I have found a copy of the Owner's Manual, and it has been useful. It
referes to several other manuals that have more detailed information,
and I have not found those. The online help facilities though have been
enough to get it working.
So far I have been able to telnet into the decserver console and
reconfigure it, set it up as a telnet client for a serially connected
terminal, and act as a telnet server for a serial port. The later was my
real goal.
Now I think I have a replacement for an MVIII with a DHV11 that I have
been using as a serial port server for VAX consoles. The DECserver is
definitely smaller and quieter.
