I noticed that on my 3100m10 with NetBSD 1.5.2 at least, "shutdown -h"
seemed to reboot the machine, and "shutdown -r" would bring it down to the
chevron prompt - the options seemed reversed but as we don't reboot
machines very often I put it down to a quirk of a firmware setting and
left it at that.
I think I reported it last year sometime.
