In src/distrib/vax/miniroot/Makefile.inc one can set

IMAGESIZE=	7m
MAKEFS_FLAGS=	-o density=5k

I changed this into 

IMAGESIZE=	7m
MAKEFS_FLAGS=	-o density=4k -f 15

and now it builds. I found the -f 15 in most other configurations for
other ports and I thought it made sense to include it.
