There's at least one way I imagine this would be possible.  It would be
to run TCP/IP over PPP with one of the `terminal' connections to the
simh VAX.  It /seems/ like this should be a relatively easy thing to do;
admittedly, I've not thought through the details of exactly how this
would be done.
