IIRC they're leftovers from an unsuccessful try to port the standalone SCSI
routines from SUN 3/60 (which also uses 5380) at the early stages of support
for 2000 and 3100. But since the ROM routines did the job for these machines,
there was no real need for standalone SCSI routines.

btw: IMHO these files could/should be removed from the CVS tree. They're
     not good for anything else but causing confusion...
