This progam will definitely *not* solve the xmit logic died problem. Not
the way the problem shows itself in NetBSD anyhow.
It sends packets with a 30 second interval. That is probably good if your
transmitter needs to be kicked in the ass once in a while, but we have a
problem of a dying transmitter while it is active.

I guess it might be a fix for the case where the receive logic dies as
well, and sending something also wakes up the rcv side. That kind of
problem is what this program will solve.

I think the DEQNA had this kind of problems...
