Only because DEC already knew you could create a virtual serial port 
between the VAX console and the Q-bus cards. When in "program" mode you use 
the console monitor SET HOST command to talk to the KFQSA card and to tell 
it how many and of what type of device to emulate. Since it creates a 
unique MSCP instance for each disk its a bit weird.
