Generally I've seen this when I try to use a PC with a newer serial port 
that is perhaps not as friendly to the DEC version. You might also be 
getting interference from somewhere, is your cable old? Is it wrapped 
around power cords or something?

At 9600 baud I generally disable x-off since the VLC won't overrun the 
VT320 at that speed unless its trying to do custom characters.

That I don't know, you are getting carrier right? If you have a hub on the 
network check to see if you are getting a lot of collisions.
