The terminal does not send anything when it is powered off.
What happens is that (unless the terminal designer took
particular steps to prevent it) random glitches and so forth
appear on the line. The UART (sometimes) interprets this junk
as a BREAK. So sometimes when you power off a terminal,
the attached VAX may halt. There is nothing you can configure
on the terminal (of which I am aware) that will have 
any effect on this.
