Since complaints about this seem to come in at an ever increasing
frequency, I propose dumping a dummy ieeefp.h file for vax, perhaps
with an

#error IEEE-conforming floating point formats not available on VAX

This does not solve the problem with compiling applications which
expect ieee fp but at least points to the real "problem".
