I'd hazard a guess that the brushes are stuck in the holders or just
plain worn out.

I've never had one of these pack up.  I use one as an emergency heat
extractor fan in the computer room at work.
AFAIK, they are a very conventional DC brushed motor.
I'll pull the one in the manhole down and have a quick look.
