Use:
disklabel sd2 > dl
disklabel -rR sd2 dl
disklabel -i sd2	# / is "a", swap is "b", "c" is unused.
disklabel -B sd2
The last makes the disk bootable. 
Then newfs ..., mount ..., tar xzfp ..., vi /mnt/etc/{rc.conf,fstab},
reboot and be happy with your fresh installed VAX. :-)
