Lehle,

The terminal names are case-sensitive.

You want to do:

setenv TERM vt100

To my knowledge, virtual consoles are only available on NetBSD
i386.  You may want to look into the "screen" program, which 
is a great convenience.  What I usually do is telnet into 
the vax from a Linux or other i386 Unix anyway, so there 
you have the virtual terminals.
