If you are at the point where bootparamd is needed, all moping is
already done. As the messages say you have to configure the bootparamd
service. See bootparams(5). But I recommend not to use the Sun net boot
way (rarp + bootparams). Use bootpd instead. You have to enable this
service in /etc/inetd.conf and you have to put somthing like 

tester:\
        ht=ethernet:\
        ha=08002b325dc8:\
        ip=192.168.1.8:\
        bf=netbsd:\
        rp=/nfsroot/NetBSD/vax

into /etc/bootptab. bootp and mop is all.
