I haven't actually used the product, but there's the Charon VAX emulator.  
It's commercial software, but they do provide a slightly crippled version
for hobbyist use.  The limited version doesn't have a virtual ethernet
controller, and I think it doesn't support tape devices.

Still, I believe it would run NetBSD/vax and it does support serial lines.  
So in theory you should be able to run a PPP connection out of it if you
wanted networking.

Admittedly, I'm only speculating, but I think this would be an interesting
project -- having NetBSD/vax running on the Charon VAX emulator.  The
emulator runs under either Linux or Windows.
