So when a new version of binutils or egcs gets integrated into -current,
no one can use it until the new release?

No more brain-damaged than needed a current version of config to build a
current kernel.

Ideally the build system should have a make bootstrap which builds everything
needed to build the system. (compilers, binutils, yacc/lex, and other useful
things).
