Do you have modem control enabled on your terminal? My VS3100/m30 needs
it to work with my VT320, some terminals have to have it, some terminals
have to have it turned off...

Hmm, are you connected to a network or you just have a non-terminated
connector?

IIRC the boot file (and probably kernel) need to be within the first GB
on partition a. Other than that I don't think there is anything
realistically speaking.
