    It could be that you don't have rarp running, does arp -a show the
correct MAC address for the VAX? IIRC you have to add the HW address of the
boot machine and the client machine into /etc/ethers. The last time I tried
netbooting something, arp was misbehaving and I had to add a static arp
entry because the MAC's were not being resolved properly. i.e. hostname @
(incomplete).
